FFS its the first time Agar's really ever come out and said anything regarding a ref, unlike others who've really had a 'go',

not stop start with constant whistle blowers, both teams guilty of laying on

The point being that a really good ref would ping the first couple of offences, maybe sin bin a persistent offender, and stop the laying on without having to blow up all the time.

You can't just stop enforcing rules because you want the game to 'flow'. And in the case of the ruck it's counter-productive anyway.
